It’s so messed up that the fire chief gets tossed in with all those villains they could’ve at least had him share the cell with the cop that was on riddler’s payroll.

@@epic-fictionalprojects4394 It's actually the safest cell right now. The others are full of rioters or Killer Croc. The vilains in this one won't do something stupid surrounded by cops and without a good plan.
But you see, he gets maximum security for making Bruce go through a side mission before taking him down.

Yes... you get to choose when playing as him if you try to attack batman or leave. If you leave with him he will seek vengance on the people that turned him into what he is instead.

No
He does but you can’t catch him
AFTER the assault
unfortunately some watchtowers and stuff only appear after this mission. i tried to get them all beforehand.

Is there a why your able to talk to scarecrow after you catch him
Coz he is still exposed to his own fear toxin and suffering from the trauma of getting attacked by bats and continuously seeing a more darker scarier version of Batman that he could've ever imagined and thats why you can't talk to him

I did not expect entirely unique dialogue for this scene when most players will skip it due to the intensity of the situation

Honestly it would be much better if they would really were freed by Scarecrow's men and then you have to hunt them down again but in the main story to get Scarecrow.
