I mean, Just as you expect officer coach to already know who you are when u encounter him, same thing should be apply to all officers that already met you else the RP is broken. For me it is always confusing when you do that, with some officers you play like if you never met them before and with others not.
At the end of the day it wasn't a big deal. Sucked to just meet up with Bill and get arrested but it happens. The other stuff you mention is just part of RP, it is hard to know what people are going for memory wise with characters. I have also ran into the male and female ped cop of Kim's. Different interactions, different arrests so how that plays out is also different. It's just rp , you move on to the next scene.

True but they both only said each others first names so unless they have interacted in the past the cop would not have known his last name.
