One thing I accidentally discovered while painting a fat suitcase that sat on a rack on the back of a 30's car kit, was that with dry brush I was able to achieve a suede texture and appearance. I don't have the car anymore, for various sad reasons, but I kept the case. That's probably how I'd go about painting the wood deck..Your overall.approach to this is my kind of idea. I like the idea of peering into the depths of the sea with the notion of dappled light striking a camo surface.

I am always awed by the political-correctness of the model company that felt it had to remove the swastika from the flag decal. Seriously? Do they remove the red star from Soviet-era models?
In fact, the restrictions you mentioned are a disadvantage for modelling. I'm all for a historical vehicle or scene being an accurate representation of its period.
IMHO as a German company, Revell might be constrained by German law not to display symbols of the Nazi era, especially on their toys or models. It is not political correctness, rather a reaction on their role (albeit possibly just tokenism by corporate Germany) in the atrocities of the second World War. Some people outside Germany or Europe may not understand this, but this is their historical experience, not yours. Japan is also restrained from displaying symbols of wartime Japan but are not constrained by German law re Nazi flags. Thus people not from Germany may source their Nazi flags somewhere else, but not from Revell. There is no Russian law that prevents Russian models or any brand outside Russia from displaying Soviet symbols as far as know.

So, not too many people know about Das Clown Sma, but I can tell you the story right here. One of the last U Boats to go out before the end of the war knew that the war was nearly over. Hitler had just killed himself but they had their orders. They disembarked and made their way to the North Atlantic and made a decision. They would not be going back home. Not immediately anyway. They were able to get one of their sailors to New Rochelle in France where he had met a French girl and he would put huge crates together to be put on cargo ships bound for the U.S. Empty boxes, but claim there was art inside and insuring it for a million dollars. Then the U boat would intercept the cargo ship and destroy it. They did this eight times over the course of four years. No one had caught on.and they returned to Germany following the fallout of the war.
When there are not many holes to be drilled, it may be appropriate to use a hand drill. I have never encountered plastic melting due to heat when using a drill, but it may be good to run the drill a little faster.

Hello and thank you. Although there are places where a drill must be used, this may not be necessary if good bonding is done. I recommend you to review the instructions.
In Germany after WW II companies could make and sell model kits of war planes and such but it was illegal to sell stickers with swastikas on them. It was legal, however for them to have two stickers, neither of which was a swastika, but which when placed together formed a swastika.

how do you drill holes without the heat melting the plastic and ruining the hole. Slow speed drill? if so what make?
