Perhaps governments should start charging for the use of that water prior to charging Canadian households for water. The biggest water bottling plants pay nothing (zero) for the water they put inside their bottles and charge consumers $2.00 for every bottle.
The thing is… people aren’t going to change their behaviours! We still have to go to hockey games, we still have to pick up prescriptions, it just costs 23% more for no reason….
