Because he had a completely lost position. He had only seconds on his clock so no time to think.
Magnus then moved his rook and threatened Praggs bishop. If Pragg moved his bishop it would resault in a checkmate with the rook on the first rank. So it was either sacrifice his bishop or be mated. Being a bishop down against Magnus would of course also result in a loss in the end.
