It's a JOKE. OMG everyone it is a joke. We know black people can swim, anyone can swim. Besides she's talking about black Americans specifically and not black people generally, as in pre the '60ish black Americans didn't have access as easily as white people to community pools, beaches etc. So A lot of people didn't learn to swim and therefore couldn't teach their kids and so on. But times are changing and the gap is closing little by little.

No, it wasn't.
It's true depending on where you're from. If you're surrounded by water (e.g. Florida) then yeah you are more likely to know how to swim but if you're land locked maybe not. I went to an HBCU for a year and the swim classes were literally packed with people. Most black people I know don't know how to swim and I myself didn't learn until a few years ago and I'm about to be 30.
Most black folk aren't from Florida, bruh.
