As someone who studies animation, just wanna say it'a normal for cartoon to "exaggerate" the motion and emotion of characters, so that the audience understand the situation.

Like for example, the way he use an outlet, in a cartoon they would pull out the plug first, show it to the camera by putting it into the air, and winding up a lot to show anticipation, and only then he would plug it in and started screaming as his body turns x-ray or something. Idk, maybe it's just my animator imagination kicking in and wanting to add a lot more into this.
