Tough one! I think GoodNotes is overall a more complete solution BUT it all depends what you need it for. If you're looking for a more affordable solution, I'd go for Noteshelf over Collanote.
They claim to be working on that feature and that they soon will go to subscription, instead of the current one time payment. But if you buy now they claim you'll be grandfathered in - I hope that includes new updates and features that they come out with, like cross platform sync, are included and not just the org version that was bought.
I have been using Noteshelf in the College of Engineering since last year. It is easy to learn, simple, and has no errors. It also has many good features and keeps PDF files in a safe place from automatic deletion.
I’ve purchased both (Nebo about a year ago). I still experiment with both but I’m close to going all in with Noteshelf. I loved the ability to scratch out misspellings in Nebo, the ability to create Freeform like workspaces and finally the almost perfect convert to text translation to OneNote for my work notes. Despite these great features I really love the organization and ability to deeply categorize content developed in Noteshelf. I’ve decided not everything needs to be stored in OneNote which is what was keeping me in Nebo. Despite this conclusion I’d have no hesitation recommending these both after testing almost every other note taking app.
It really depends what you value most. If you need/want to have tons of different templates available, Noteshelf might be the better choice. Personally, I also love its User interface. Now, if you run on different eco-systems and need to sync between android, ios/ipados and windows, Nebo is the right app for you. Not to mention its incredible handwriting recognition!! All in all, these 2 apps are GREAT! My advice: get the free trials and play around with them for a couple weeks. It's the best way to see for yourself which one is the best fit 🤗
Noteshelf 3 gets the primary job of nebo very smoothly & efficiently done, which is handwriting to text. The only drawback of the noteshelf is it's not cross platform till date.

@Tolg you can still sync to Evernote or export to a zip file. Not the most convenient solutions though
