Yea international Shards (retroserver) are populated still. In Uo Outlands there are around 2.2 2.5k ppls \3 possibly accounts logged.
This is the most healty server i will say

I have tier 13 war and so much armor. Anyway is rng, it can attack me or someone else in the screen. A bit of dancing is required to evade aggro!
