Problem with Bengaluru (I lived there for a decade in 1970s ) is that it isn't meant to be a city of 10+ millions. Located a km AMSL, water availability (for a crore of humans, may be a few million liters a day at least) is a big question. Water needs to be hauled up over several hundred meters. There seems to be no planning for this contingency & pumping up pure drinking water costs money, you know! You know what? more than half the water consumed is going for flushing the lavatories after use ! Is it sane to do that?
Water crisis doesn't happen every year. It's also not as bad as the media makes it sound. The upsides of moving to Bangalore far outweigh the downsides of it - be it water crisis or anything else. Oh and moving to the "economic heart of India" doesn't help startups in any way, what matters to startups is the talent density and the network effects... and Bangalore is the clear winner.

Bengaluru is overpopulated. Concentration of entrepreneurship in an isolated area will only lead to restriction of talent mobility. There are so many talented people in tier 2 and 3. Pune is the best city, as of now. It is very cost-effective in terms of accomodation, as well as renting out office spaces. It is close knit to Mumbai, and also has a high number of tech talent available. The only downside is that it lacks the startup vibe like Bangalore, because Pune is the home to a bunch of services giants. Pune is the most preffered hub for talents who emerge from Tier-2 and Tier-3 cities, becuase of its deep-rooted strong sense of culture, as well as good availability of resources.
