They should put barbed wire on the top of the wall as well as 4-5 rows of barbed wire behind the wall on the ground. They should also have guard towers that go the entire distance of the border that are able to see each other. There needs to be a drone that provides "over head". With a border patrol quick force. A helo force that can respond to any part of the wall being breached, with a unit qualified to apprehend. The wall needs to be 20 feet high. So when they get to the top and it zaps them they fall. They can survive the fall, it'll just hurt. Theyre using home made ladders that hook to the top. By having an electrified stran or wire at the top you just electrified their home made ladder which will discourage them from touching it.
In the 20's the government prohibited alcohol they ended having to spend more money to fight organized crime because of it, i fear this will be money not spent wisely and start a new norm of tunneling out in the middle of nowhere to cross the border undetected by the surface.
