If the speed is too much, then yes it does.
There are 4 styles (speeds) of recitation
From slowest to fastest:
1. Tajweed
2. Tarteel
3. Tadweer
4. Hadr

Becuase whether Hadr or Tadweer, there's a rule. Ofc, there are exceptions, but still.
