Just now tried making this. 16" is the wrong length. I found 36" was more accurate length. Also, you can save a step by using a single piece of 10.5" wide by 36" long, fold in half, and sew the long sides, leaving a gap as shown in video. Press seam open, roll it to the center and press the entire length. Sew short ends, clip corners and turn inside out. The single seam will be on the inside center.
this is it! i lost all materials tried to do it twice and they come out too small... what a silly mistake that should have been corrected. lesson for me - always read the comments before sewing!! thanks
May I ask what kind of fabric it is that you typically use for the lining in your projects? Is it the same type of material that you use for the outer layer?
I made this according to the measurements and could only get one loop for the tp. You'd have to have a really small roll to get two in there. But one is enough for me. I have cats who love toilet paper so I hung mine up on the wall next to our medicine cabinet above the commode .
Lovely tutorial that made for a very pretty toilet paper holder. I added some lace to mine!

You are correct. 16 is not enough.
I made it using 2 pieces 16" long and 1 piece 32" long for the lining
