I haven't watched the video, but I'm going to jump in with my pro se opinion... No!!!
I grew up on the best intro to a cartoon ever and a live action stunt show at Six Flags... When Axis Chemicals exploded the heat would dry out your eyeballs. Teen Titans and TT Go! are way too goofy to come from the same universe.
Anyway as actual proof I got bored one day and watched the teen Titans go movie as background noise. It's a multiverse movie and the actual DCAU Teen Titans show up in the exact BAS/TNBA style.

It's also a different Robin costume. In the DCAU Dick wears Tim's Robin costume: Red leotard over green tunic and, um, hose? (Dick's in the comics was a red tunic over a green leotard.) The show has a very different animation style, much more surreal. And there's the question of the Flash. Wally West, voiced by Michael Rosenbaum in both Teen Titans and Justice League/JLU.
The Teen Titans stories are also lightened for the cartoon. (Brother Blood leads a cult in the comics; here, he's a very generic big bad. Oh, and Beast Boy kills Madame Rouge and General Zahl for what they did to the Doom Patrol; here, the Doom Patrol are all alive and well, rather than being retcon'd later.)
Robin's age during this period in the comics is a mess. He turns 20 during Crisis on Infinite Earths, but he and Speedy have comics hinting at their age in the 70s. For instance, Speedy owns his own place during the famous heroin storyline, suggesting he's older than the other Teen Titans. Robin is...well...from 1972 to 1980 is two years in-universe. Enough for Batgirl to serve one term in Congress and then promptly be voted out. So he's 17, right? But he also starts college in 1969, and went to prom in 1965. And he has ties to the Justice League and the CBI (a CIA pastiche used mostly in Speedy and Danny Chase stories) when the Titans start.
Whatever the case, I seriously doubt they could keep their TV-Y7 rating if they'd done Terror of Trigon exactly as it was in the comics: The Good People Have Good Sex trope is fully in play here, with a heartwarming afterglow in contrast to Wally's nightmarish vision of Raven; also we can assume Dick and Kory were at least 18 at the time, since George Perez said so.

The BTAS, in particular, is very much set in the mid-90s when it was released, rather than a vague present day whenever "now" is. TT was set at least in the early 2000s with technology level that would be in line with JL/JLU. Which is impossible since Dick, who is the Robin in BTAS and TT, was already Nightwing by that time.

I always wished there'd been a way to make it canon (I had playfully sort of headcanoned it as a still-young Robin telling Batman wildly exaggerated versions of his adventures), but when you're right, you're right. I think I read long ago that there had been vague talks or musings about a potential JLU/Titans crossover when the shows were still running, but that the creators didn't know what form it would take. But well, at least we got those little Easter eggs across shows, like Speedy showing up in JLU and Michael Rosenbaum voicing Kid Flash on TT

The TT fandom can be a little insufferable to say the least. I mean, they complain about the Go! cartoon "desecrating" it, but it's not like all the anime face faults and toned down elements (i. e. Slade) didn't do that compared to the Timm-verse or the original TT/Titans comics. Heck, the moment in the "Teen Titans Go! vs. Teen Titans" movie where they meet the DCU animated movie counterparts ("TT vs. JL", "Judas Contract") speaks volumes.
As to the continuity argument, many of the different shows ("Young Justice", "Beware the Batman") are treated as separate continuities.

If Teen Titans _was_ set in the DC Animated Universe, it would have to take place between Batman: The Animated Series and The New Batman Adventures. Here are the reasons.
    * There's no Justice League anywhere in the cartoon because they haven't been formed yet, and only Batman is mentioned, which could suggest Superman had not yet moved to Metropolis.
    * The Dick Grayson Robin had split off from Batman, but had not yet become Nightwing.
    * Wally West, who is voiced by his Justice League voice actor Michael Rosenbaum, appears in Teen Titans as Kid Flash, before he became the Flash. Whether or not this means that Barry Allen or even Jay Garrick already existed before is another story.
    * Mike Erwin's Speedy appears in Justice League Unlimited and uses the same design, but he is much older than how he's depicted in Teen Titans.
    * The Tim Drake Robin is said to be with the Titans in an episode of Static Shock. This would mean that it's no longer Dick Grayson's Teen Titans, the team that was in the cartoon, but a different team with different members since all the originals are now adults. The fact that Wally West and Speedy are both adults in Justice League/Justice League Unlimited proves this.

In my mind, the biggest obstacle to fitting Teen Titans and Justice League into the same universe is Titans season four. When Raven fulfilled her destiny and Trigon was able to invade the Titans' world, there was no Doctor Fate, or Etrigan, or Deadman, or any other supernaturally-affiliated hero come to address the situation.
Having Superman not show up when Slade takes over a city that had its own TV news broadcasts could be explained if he was off-world at the time. But for a Lord of Order or a high-caste demon of Hell to not be aware of Trigon's invasion... can only be explained by them being completely absent from this setting.

"The Batman" and "Teen Titans" have never been officially stated to be connected, and were not worked on by the same people (other than TT showrunner Glen Murakami being a producer on "The Batman," but again, see: Bruce Timm's quote at the end of this video). Honestly everyone's entire argument for their connection is always "Robin looks the same," when really...no he doesn't. Haha. He looks sort of similar, sure. But it's not the same art style, or the same voice actor, or the same showrunners. He's just...another spiky-lookin' Robin.
As for the Joker thing, you're thinking of the "Justice League" episode "Wild Cards," which featured the Royal Flush Gang. Yes, they were voiced by the "Teen Titans" voice actors, which was essentially just an Easter egg.

Anyone ever get the feeling that, yes, Teen Titans truly was part of the DCAU... until some offscreen, almost unnoticeable Multiversal shenanigans not only exiled it from the respective continuum, but also replaced it with Static Shock from Season 2 onwards? (Addendum: Yes, 12:56 proves my point a bit.)
2:21: What, no mention of the Ruby-Spears Superman cartoon?
3:05: There was also Disney's House of Mouse and those Lilo and Stitch: The Series crossovers with Kim Possible, The Proud Family, Recess, and American Dragon Jake Long, but alas, none of them have the serious, interconnected, no-holds-barred feel and longevity of the DCAU... still holding out hope for the likes of Gravity Falls, Amphibia, and The Owl House to get their act together, however.
11:50: You should see Star Wars' Tales of the Jedi, to which I'll say this: Legends TotJ comics >> Disney Alt-universe CGI miniseries.
12:09: And speaking of Star Wars, why didn't you lampshade this? (With that in mind, when we getting a DCAU video about Star Wars Easter Eggs, references, and inspirations?)
19:10: In my opinion, Gotham City is full of cheapskates and nostalgists so to have them keep otherwise archaic stuff... also, TT's Doctor Light's stealth is actually similar to S: TAS' Luminus (from the ep "Solar Power", no less).

She was explicitly a villain and and was seemingly not a part of any Star Sapphire Corps(cuz the corps wouldn't exist in the comics until a year after JLU ended but then they can retcon it into the DCAU) but in GLTAS, Carol became Star Sapphire for the first time, meaning that would have to take place years before JL's Secret Origin. Hal Jordan was not yet a Green Lantern at that point, only John Stewart and Kyle Rayner were.
