I really think F-Zero GX is just one of the best games ever made, on every level. I love it's nearly infinite depth of mastery over its multiple characters and tracks, a triumph of design and aesthetics! It's story mode is so cheesy and incredible to master as well, such a fantastic time. X is also a phenomenal game, it's aged like a fine wine, especially in comparison to the rest of that console gen. Ikaruga, Cave Story's true route and Armored Core: Last Raven are other games that deserve a mention when talking about the toughest games ever made, all three are tough and extremely rewarding. Ikaruga with it's path to enlightenment motifs, Cave Story with it's story concluding, and Last Raven's mysteries being uncovered are all great uses of difficulty. All of them use their challenges to make games worth experiencing. Ahh man video games are pretty cool
Now that you mention that, I never got the true route of Cave Story, I beat one playthrough but I think that halfway through my next one I just moved to another game. It was definitely hard asf doe

Shin Megami Tensei: Strange Journey is one of the best examples of a soul-crushingly difficult game that rarely ever feels actually unfair, and overcoming the odds is the best feeling ever. Such a shame the remake is so much easier.
Completely agree with how great of a game F-Zero GX was, felt amazing to play BUT the story mode is one of the hardest things EVER, especially on hard mode, some of the levels seem borderline impossible. I think most of my friends gave up on the 2nd level Canyon run against Samurai Goro, even on the regular difficulty it was really tough.
One thing I also love about GX is how cheesy the story mode is, I honestly got gud at the game just cause I wanted to see how silly and absurd the plot could get. It was worth it

As a huge Megaman fan who also got into the series because of Smash I’m kinda glad I started with the X and Zero series first instead and played a random selection of Classic series games later I could not beat MM1 or most of the Famicom games but I did beat Powered Up which is much easier
funny how the number 1 pick here is one of the first games that have come to my mind when thinking about this question XD. God damn was GX story mode insane on hard, THEN suddenly they add very hard. I remember winning first place in a expert cup by self-destructing. I had to earn something like minimum 10th place in the last race of a cup and was in 20th and lower. So I just boosted myself to death near the finish line of Big Blue thinking at best I catch up and win, at worst I die and get another try. Result: my car gets destroyed and flung at light speed....across the finish line, 5th place. I'll take what I can get. in other games I can think of: - Vexx final boss has been a bane of my childhood for a long time until I found the game again many years later, tried again as an adult and it was still hard....BUT IT HAD a 3RD PHASE I NEVER EVEN KNEW ABOUT. - Trails in the Sky FC against Lt Lorence in the castle. Winning is optional but winning also earns extra BP for the playthrough. However you have to absolutely master the mechanics, come extra prepared, think every move carefully and anticipate the turn bonuses if you want to have a chance to beat him without him healing himself back up. - Monster Hunter Generations Ultimate soloing all the EX Deviants. They are pretty much capable of one shotting you with a sneeze, you get no supplies, traps are not an option, they have massive health and difficulty did NOT scale down like it did in World and beyond for multiplayer quests. Soulseer Mizutsune was my personal hardest with Dreadking Rathalos as close second by having me just a few seconds away from timing out. - Elder Scrolls Online veteran 12-player trials, especially Dreadsail Reef first boss and the Commity in Halls of Fabrication. It's a team effort thing though so ofc a lot of the difficulty is learning your role and what you can do to help your team because no one beats those alone. - A lot of the Ys games on maximum difficulty, they're all pretty damn hard, but the final boss of Ys Seven was from memory pretty damn hard, especially if you don't do any grinding prior. Also the superboss of Ys X: Nordics but that one not in a fun way, I hate how for 70% of its health there is just random lightning strikes capable of one shotting you even at max lvl if you get hit by one without being in an armored attack animation. And if one character dies and the boss goes straight into a red power move, if you have no revive item on hand, it's an automatic game over. - Trails in the Sky the third star door 15. Gameplay is just reading text, the difficulty is remaining psychologically sane after. OH was almost forgetting too: Sonic Adventure 2 Battle all A ranks Sonic Frontiers hard mode Master Koco's Trial (pre-nerf update)
Oh god, I actually had to lower the Master Koco trial to easy because of how insanely difficult it was, I don't think they playstested that challenge properly
Yugioh Forbidden Memories is legitimately unfair bullshit where you can even fuck yourself up from minute one where if you dont reset for a deck with raigeki +thunder/dragon monsters you may as well shoot yourself in the foot. the games are incredibly unfair and alot of mid to late game duels are hoping the opponent dosent normal summon gate guardian or black skull dragon and auto win. and yet through it all theres something incredibly addicting and enticing about it. using those limited tools you have, fight tooth and nail, beat meadow mage 400 times for only a few good card drops. its like the game is so stupidly unfair that somehow it beckons the player to it. Most games are made to be beaten but Forbidden Memories isnt yet if you manage to challenge it you feel a rush. Youre making your way through something not actually intended to beaten. its like walking into a place with a do not enter sign and triggering landmines.
Payday 2 is one of the hardest and sweatiest game, only when you are playing on max difficulty and one down mechanic on. The enemies are their strongest form, they hit super hard and are tanky as heck. Also you cannot get downed once or you'll go to jail instantly. Get the weapons with the correct attachments, your own build and abilities need to be prepared before trying it. Basically you have to play it perfectly. One mistake and you are out. You literally can't play it alone or you are truly a masochist because the AI is trash and can't help you as a real player.
I don't know if to say Kirby Star Allies because the game is super easy but its Boss Rush at max difficulty was really hard, but I can't think of any game I can say "its really hard but I like it".
I really love the True Arenas in Kirby games, the main adventures may be babies easy, but I love those extra modes that challenge your skills, always super rewarding to beat
I have played many Castlevania games and to say the classic ones are really hard but nowadays I'm playing don't starve and men if you make a mistake you can say good bye to your base and start from the beginning all over again
For me F-Zero GX is probably the single hardest game I ever played. It's at least part of the reason why I prefer X over GX. Other than that Viewtiful Joe on Ultra-V Rated difficulty was brutal.
The hardest game I've played and finished was probably Fire Emblem: Three Houses on Maddening. The game goes the extra mile to lay a lot of bs on you, and ambush units attacking the same turn they appear is truly beyond reason. I used to be so frustrated with it, that my brain was making up strategies in my sleep. I've even finished two separate routes on this difficulty, albeit the second one on NG+. I quit Engage at one point because of the Maddening difficulty, so I think I'm going to just lower it to Hard to make the game actually enjoyable to play.
I am not the best at hard games as my pool of games was very small for a long time. I did grow up with the NES essentials, so I had some experience. I gone through castlevania 1 and 3 with a lot of save states, same with mega man 2 and other retro games I played later in life. I do wanna get better at harder games, I just lack patience. I tend to quit early if it's hard game I can't save state. Although some games have been exceptions that I was able to click with fast enough like Pizza Tower
I find games to be more tedious or unfair than hard. Like example Valkyria Chronicles 4 where you got unbeatable bosses that is just unfair. Sure it feels absolutely amazing when you stop them but that doesn't take away from how bad this system is as their final level doesn't change anything about them. Tedious is probably tales of xillia 2 and Symphonia 2 where bosses can go to 1 damage If you come in a few levels underneath or play the super hard mode or something. That's boring. Vesperia does this too with the final dungeon secret boss and thats just boring. Abyss did this perfectly by the only time this happens is the first major boss and then jade comes in to save you on the hardest mode. It was perfect Hardest Fe I don't know. Probably conquest my first time around while easiest it's hard to say. Sacred stones or 3 houses after the first file
If I could say of a difficult game that is very difficult to me, and curiously I'm playing it at the moment, is God Hand, it can be very hard, but because of how good you can get the longer you play it, and it can even punish you with being very cocky as well, but that's the thing, if you were already doing good, why stop?

Technically, FE Echoes also has a fatigue system but, it is super easy to fix and jsut makes characters health lower. FE5 is still really hard LOL
