The tape was slowed down. This was a somewhat common thing in the 80's because it made the song pop out more.

Well, either A isn't 440 Hz (432~here i think), either like jake said the tape was slowed.
Tuning down can be used to help the singer but it can also be used to have a more heavy/metal/dark sound.
