I used a hose and a plumber bladder to remove some debris... Is some standing water normal? It's not accumulating which I guess is good.

But what do you do if it's not draining?? What is an example of "a plan" to fix it??

Does the homeowner have any other option than redoing the entire install?

We are looking in to other ways of repairing the drain, but as of now, the only guarenteed solution we offer is to remove the entire drain and re-build it.

I'm surprised the bottom of the doorway is flush with the bottom of the stairs. I thought ours was too low. We have an older drain bowl with a side outlet and we've been getting sand accumulation. What's the easiest way to clean that out?
