it's a *DEVELOPMENT KIT* not a BETA Dreamcast, so you wouldn't call the devkit bios "not final"

There's no other reason they'd make an animation that shows off the power of the console just for this one specific model. The development BIOS is also widely considered to be a beta, TCRF even talks about it on the "prototype info" page for the Dreamcast BIOS.
