The only rules for this playthrough were no committing any crimes that affected stats. I used the "stars attained" stat to count how many wanted stars I got. Be sure to subscribe if you enjoy challenge videos like this as I plan on finishing this for GTA III and doing it for GTA VI when that comes out.
