GTV9: Melbourne's Link to the Future, 1999

  • Documentary aired on GTV 9 Melbourne in 1999 for the soon-to-be completed CityLink project - a 22km long electronically tolled road system constructed in the late 1990's to link the Tullamarine, West Gate and South Eastern (now Monash) Freeways built by the Transfield-Obayashi joint venture in the mid to late late 1990's. This partnership is known more commonly now as as Transurban was awarded a concession period to collect tolls until 2035 when it would be handed back to the Victorian Government. It was an early adopter of fully electronic tolling operating at speed, as the limited space in the inner-city environment prevented the construction of toll plazas for cash collection.
    The project comprised of two sections: the Western Link joining the Tullamarine Freeway to West Gate Freeway via an elevated road following Moonee Ponds Creek - this follows part of the F14 corridor in the 1969 Melbourne Transportation Plan, although the Bolte Bridge is located further west with the original F14 route following modern day Harbour Esplanade through Docklands. The second is Southern Link joining the West Gate and Monash Freeways via the (shorter) Domain and (longer) Burnley Tunnels. This follows approximately the F9 corridor of the same plan, albeit it did not follow the split tunnel route. Controversially the project involved widening sections of existing freeway and placing tolls on them - the Tullamarine Freeway between Flemington Road and Bell Street, and the South Eastern Freeway between Punt Road and Toorak Road.
    Construction of Citylink started in 1996 and was opened in stages: the elevated Western Link opened in October 1999, the Domain Tunnel in April 2000 and the Burnley Tunnel in December 2000. Two months after opening a crack in the wall of the Burnley Tunnel was discovered letting in 5 litres of water a minute, resulting in closure of the tunnel for a period while repairs were carried out. The program features an interview by then Victorian Premier Jeff Kennett who oversaw the signing of the contracts to Transfield-Obayashi in 1995. The Kennett Government lost power in September 1999 at the Victorian State Election with a minority government led by Steve Bracks (with the backing of three rural independents) overseeing the opening of the road.
    This production was made by then-IT and media company Infosentials Limited which went into voluntary administration in December 2000 following a technology-stock crash that year. The company was resurrected in 2004 as Traffic Technologies Limited, now producing traffic signals and road signs in use around Australia.

    I travelled down from Qld in 2000 just before the tunnels were opened to see my mother in Dandenong, but the western ring road was a recent addition to the system, 45 mins from Broadmeadows to Stud Rd Dandy, sure beats the 90 mins previously

      Indeed it is Peter Hitchener. He was the weekend and Christmas break news presenter for Nine News Melbourne in the 1980s and 90s with Brian Naylor presenting the main weekday bulletins. At the end of 1998 Naylor retired and Hitchener was promoted to the main weekday bulletins.

      The population growth tap is the big issue here - when this road opened there were around 3.8 million in Greater Melbourne - we passed 5 million around August 2018 meaning an acceleration in growth. Rail infrastructure is (finally) looking beyond the all-spokes-to-Flinders Street model which is its weakness now the city is so spread out.

      Melbourne has not seen this much rail work for 100 years, the under/overpasses the extensions the skyrails, our grandparents would be amazed and then we have the new tunnel projects ..

    I always thought it was a bit rough to be paying for a long stretch of the former 'South Eastern Freeway'- which had already been paid for by Victorian taxpayers. But what would I know?
    Throwing sand at the media- a classic Kennett move. I'm by no means a fan of his policies or his political agenda (I would never vote Liberal in my life), but at least he had a sense of humour.
    I became friends with one of his kids, who felt similarly to myself about many of his father's political decisions. It must have been hell at times, having an association that's beyond your control.
    Thanks for the U/L. It's always good to see historic footage of Melbourne.

    And here we are 20 years later and we have already widened it how many times ? The contract to return it to public ownership has been extended, we will never get it untolled

      There has been one round of widening - adding a 4th and 5th lane to the existing City Link - in the case of the elevated section and old South Eastern Freeway was largely done by removing the emergency lane and installing overhead lane signs and dropping the speed limit to 80km/h.
      More recently the current government rushed through the West Gate Tunnel which essentially cuts the corner from before the Bolte Bridge and sends traffic onto the West Gate Freeway and widens it by two lanes (with a three lane tunnel feeding it). With Transurban controlling the new road they have extended the deed and raised tolls on City Link from 2035 to 2045 to help cover it according to the link below. Compare the Eastlink deal from 2005 goes to 2043.

      @@scana1979 they will extend it again..and again, private companies are not in the business of handing over cash cows, i want the road, and we would never have gotten it without these deals, but you pay 50 bucks to drive from Laverton up to Dandenong and back in tolls, add that up at the end of the week, (Truck)

      @@MrAustruck My guess is that the Westgate Tunnel will be a white elephant in terms of traffic and Transurban will come back wanting it joined to the Eastern Freeway ... and yes probably another extension of the tolls!

    Just imagine if the amount of money spent on CityLink had been instead spent on public transport. We'd have a far less congested city.

      Lol what a joke of a comment. People want personal transport. Governments need to balance public and private transport. There’s nothing that Melbourne has done that is beyond the basics of what motorists should expect.

      He also closed a bunch of underperforming schools which is the reason why a bunch of Australand estates from the 1990s exist as many of them were public schools that Jeff closed down.
