Actually it is norm to forecast up to 10 years in financal industry. Afterall, u are not just dealing with millions, u are dealing with billions infrastructure.
If forecast is made 10 years ahead for infrastructure, u can avoid increasing taxes etc. This is norm for big corp. There nothing embarrassing asking this, I think Heng needs to elaborate, "Do ur homework" statement. Cos of this, ppl will start to use this statement too often not only in parliament, but also workplace. If figures are given beforehand to the parliament of course heng is right to say that. But if such figure are kept confidentially, then what exactly homework does one need to under take to understand finance statement ? Is the expenditure figures are given in the fiscal year ? What is there to be proud of when less than half of our citizens have to pay taxes? It just shows that half of our citizens are earning ridiculously low salaries of than 2,600 per month, and after CPF deduction it would mean they are living a worse quality of life even compared with foreign WP workers. What a shame.
It is not that they are earning low salaries below 2.6k, it is because of the MANY tax reliefs that government provide that many do not have to pay taxes, such as (NSF tax relief or child/elderlt tax relief)

he was being naïve, but his intention is good except he presented badly. If I would elaborate, the leong question was actually meant, what is the expenditures figure for the fiscal year alone. Would the loan interest VAT caused the asset value to undermine, after all all infrastructure assets has deprecated value in every fiscal year. So taking this into account, Heng shld have been more professional by highlighting to Leong that the finance statement was already given before hand to the parliament ( unless the finance minister didn't do), and it was his job to do his homework before commencing the question. Otherwise Heng is merely undermining ppl by his attitude simply cos he is the minister and leong is not.
