I don't know if it's a Brittany-only thing, but drinking WC sink water is normal there. Some baathrooms even have drinking taps, which is essentially just a garden water outlet without the hose pipe attached.
If the tap water is safe AND if you make sure the bottle touches nothing else AND if you let the water run for a few seconds, toilet sinks are fine. No bacteria can go against the water flow, after all.

It's clean enough to be safe to clean with but not filtered to be good to drink. The pH usually isn't right and the tanks/pipes are nowhere near as well maintained/cleaned. I know in hotels/uni accommodations especially there are often signs next to bathroom sinks that say not to drink it. However, I know it's very up in the air with homes. It depends on how old your house is and its pipes setup. If you test your bathroom water n it's fine then sure but rule of thumb is to jus not drink it if you don't know for certain.

And in the end, I was able to help her work out what to say to the waitress and got a lemonade! She felt very happy about having gotten over her anxiety. From then on in, if one of us wanted something, but felt too shy to ask for what we wanted/needed/deserved: we'd say to the other "ask for the lemonade!" It became like...an inside joke of encouragement.
You either just made their immune systems 1000 times stronger or you drained 10 years off their lifespan with that water bottle and you'll never know which.
Luca is a real one for doing that, but I'd say that is really weird for the waiter to bring the drink and syrup THEN bring pancake and sugar for the drink.

I'm Japanese, it's generally safe to drink tap water from toilets, except in places where recycled or untreated water is used exclusively. But, many people still prefer not to drink toilet water due to personal preferences.
Refilling water in WC is reasonably common in Brittany. I did it all the time when I lived there, and I saw plenty of others doing it too. I don't know about anywhere else, though.
