The electronic whistle, I believe they were going for a replacement of the Lionel air whistle. So if you listen to the air whistle tender and this one you will hear that they sound very similar. Doing this with oscillators electronics was pretty good for the times. In the tender, if you have not already replace the foam under the electronic circuit board. Often that foam rots away and then the board will touch the metal bass of the tender, and short out. While in there take a picture first and then you can vary the sound by moving the two variable resistors. TAKE PICTURE first for the controls so you know who to get them back like they were. I played around with one as a teen and found that the best sound was with the original sound. Now mine back then was a earlier version of the electronic whistle, so I assume the one in your tender is similar.
