It has now been added as a full feature, so now you have to go into your WhatsApp settings > chats and enable instant videos. Then it will allow you to tap the microphone button and start recording your video.

@memsa6559 I guess because it was added later in an update of some kind and some people might not want it on (it could be kind of annoying). So they just made it so you could choose whether it was active or disabled.
