If it base is touch and same team no penalty , if other that that penalty just trigger once ? Or im remember incorrectly.

Ah no wait, it's correct. You can't include a Heavy Gunner and a Gunner in the same FIRE TEAM, those are in 2 different fire teams, so it's correct ^^
