Kuma's Ursus Shock always hit the target even if it's extremely slow: if the attack makes contact with ANYTHING (even the ground) it will unleash it's power on a very large zone even if Kuma do not hit the target directly. The only way to counter it is that you need an overpowered speed to escape from his range (i mean, you need to run away throught an entire island such as Thriller Bark, and you also need a speed equal to Sunny's Chicken Voyage or Kizaru's speed of light). Another possible weakness is that Kuma needs to charge the attack, and it takes a while to charge it at full power, so there's a chance to actually attack him, but he could endure the damage since he is a cyborg, or, he can still use his Ursus Shock (not fully charged but still dangerous) while the target comes near, or miss the the enemy's attack (if he can actually move while he charges it). That move is 【O】【P】 【A】【S】 【F】【U】【C】【K】.
Kuma is my 2nd favorite character. The guy is just so mysterious and badass and has one of the most overpower dfs.. I just love him so much, wish he had more screen time in the series!

He's so strong that he infiltrated the marine. I know it may not seem so, but no one till know have been seen to be able to counter his power tbh... Even big mom's fruit couldn't hurt him since he wouldn't fear her,(cyborg perk). Kuma is by far one of the most overpowered characters, and I'm sure, one of the futur big character. I'm sure he's laying low to infiltrate the celestial dragons just like he did with the marine, since it's seems Vega punk isn't really friendly with the marine. He's probably playing the big dumb guy, but if we take a look at what he did, he's way more incredible than 99% of the characters of the Manga. Until we know how strong is dragon, we won't know how strong Kuma is, and until we have an ark about the celestial dragons, we won't see Kuma move. Kuma can 100% use haki, and can reflect everything, he also can instantly teleport, or push anything. His power is one of the most overpowered of the serie, if we take a look at how things evolve, if Kuma evolve a bit, he could literally beat anyone, not because of his raw power, but because of his capacity. He's more like an assassin/support class type. If he get you by surprise OR if you let him attack, you're pretty much done for. And if you don't think of something to counter him, you will lose too. And even if you find a way to win, just a little mistake and he can sent you flying, meaning he can escape right after. Kuma is an overpowered character, with an overpowered power, it wouldn't be funny to have him fight anyone, and I can understand that the author is using him as a infiltrate spy for the revolutionaries and Vega punk, he probably didn't though about the futur and how Kuma would evolve in the story, and we clearly won't see him interact much, he's just not well written... Oof the soundtrack when Kuma was creating the bubble while the other Shichibukais were watching with anticipation really built up the suspense and expectations. Poor Oars didn't realise what was happening before it was too late.
For people thinking Oars should have moved. 1) Air is fucking invisible. For all Oars knows Kuma was just praising the sun and then doing the Kamehameha pose. 2) In the manga Kuma charged and send out that attack in like 2 panels so Oars could not have dodged even if he wanted to.
