Haiti’s Army Is Making A Comeback 20 Years After Disbanding (HBO)

  • Haiti hasn't had a military since 1995, when it was disbanded after a series of coups, brutal crackdowns, and an American intervention. But now, officials there say it's time for a comeback.
Last year, President Jovenel Moïse declared that the Caribbean's poorest nation would be reconstituting its army, just in time for the drawdown of United Nations troops, who have been part of the Haitian security landscape for years.
For the past two decades, responsibility for law and order has largely fallen to the country's National Police, a force that is heavily funded, and heavily vetted, by the U.S.
According to official polls, the renewed army has the support of the majority of the population, where the U.N. is widely seen more as a force of instability and foreign control, rather than peace.
But on a recent visit to the country, VICE News learned that many Haitians remain deeply skeptical of the plan.
Mario Joseph, a leading human rights lawyer in the capital, Port-au-Prince, says the military brings back dreadful memories. And the decision by authorities to reappoint many of the original officers to the new High Command has only reinforced his concerns.
"This is an army that was re-formed - that's it," Joseph told VICE News. "It's not a new army."
The question facing Haitian officials is whether they can really make peace with the troubles of the past, or if they are simply hoping to turn the page.
"I can understand, you know, for some people there's some concern," said Herve Denis, the Haitian minister of defense. "But I said, 'Watch us. You will see that we are doing the best for the country.'"

VICE News who TF do you think you are?
I was going to give the "reporter" a chance until he opened with the same boring tagline all white reporters love to say about Haiti "the poorest country blah blah"... ...but you assholes forget to state why and how we became that way... how France stole our riches, how United States depleted our natural resources, how the Clinton collapsed our rice economy. How convenient to leave out we were THE FIRST BLACK Republic to fight for our independence. How we were once called the Pearl of the Antilles, how we produced a lot of the world's sugar, how we made the baseballs used in th he MLB in the 50s, how we helped countries like Colombia and Venezuela fight for their freedom, how we helped the US in war, how WE WERE TH E FIRST COUNTRY IN THE WORLD TO ABOLISH SLAVERY
The epitome of white privilege is how this little nobody prick can go to someone else's country and question a general on his need for an army....are you fucking kidding me. FOH

Sad we trained dozens of local children for computer skills, construction skills , taekwondo even taught them Korean.

smokyondagrass the A1 (the original) only suffered in performance so heavily because the DoD didn't actually teach soldiers how to properly clean and lubricate the rifles. In humid environments this is particularly necessary. As a result they developed comic book like cleaning manuals that actually still exist today because they realised nobody was reading the high-level reading field manuals sent out with the rifles and modified the basic entry training to include understanding of weapon maintenance. The M16 got a bad reputation because essentially the Army never thought to teach draftees how to take care of it....

The DR isn't exactly a threat, and with the US so close by nobody's stupid enough to go around invading other countries. Given how extremely poor the country is, such funds can be better spent elsewhere. It's regional neighbour Costa Rica hasn't had a military since 1949 and it's been fine ever since.

A lot of you dot know, but after haiti gained its independence from France they were forced to pay France a tax just 20 years after. the tax was basically put in place because the slaves rebelled. They didn't finish paying that debt until 1947. France then sold all of haiti's debt to the united states (Citibank Based in New york). With the U.S in charge of receiving payment from Haiti they continued to loan them money further putting the country into debt. FRANCE & U.S caused all of this poverty. Greed and Corruption fuels it.

Haiti was a role model for so many latin American countries. This little island was rich with natural resources, respected and admired. Haiti repaid France for killing them doing the revolt and the US stole all of the country's assets in their treasury vault during US marine occupation in 1915. Haiti's revolt is the main reason why Haiti is so poor because developed countries purposely keeping them down in poverty. Ask yourself, why Haiti is only the poorest country in the western hemisphere?

Much love to my Haitian brothers from Dominican Republic. I hope the best for our island. May we unite and care for each other. 💙❤️

I have some Dominican friends here in the Bronx, they really hate Haitians. I think its to do with them killing many Domicans during their brutal occupation of the island many years ago.

You are not Dominican. You are a Haitian pretending to be Dominican, we will NEVER unite with those primitives who have invaded, murdered, raped their way through our half of the island many times.

I really hope this whole nation improves dramatically. Ever since its origin with France, other colonizers, and its citizens' struggle with the DR.

I believe there should be more foreign investment in Haiti from developed countries such as the United States, this country has faced over 20 years of U.S occupation and plus has had a brutal experience with french colonization and slavery.

They would be fine with no sanctions.
One of the biggest threads to Haiti have been the economical sanctions.
If a country can freely negotiate and make use of their natural resources without negative intervention; it will eventually put itself together.

Jesus King I wasn't aware Haiti still had sanctions. We payed that BS debit to the French. What and why do we still have sanctions? I'm Haitian-American

Last time I heard of those sanctions was when former president Clinton said that it was time to take sanctions away from Haiti. I don't know if there are any current ones.

Let's not talk about corrupt, because if we do it the conflicts would never end.
But, we all know that all those accusations to color nations are a pile of lies. It's more like talking bad of those who are absent in the discussion.

It's a great day when Haiti has fixed all of it's problems, defeated poverty, homelessness, crumbling infrastructure, and mass rampaging illness, to be able to have the money to spend on building an army to fight against a non-existent adversary. Congratulations to the Haitian people on this great accomplishment.
