Two questions. Why does the clock count down & why does it stop

Because time keeping in college soccer makes no sense. The clock starts at 45 minutes and counts down, Refs can stop the clock for injuries or handing out cards etc. but they are not in charge of deciding when the half ends through means of “extra time”. When the clock reaches zero, that’s it. I can’t remember what happens if someone takes a shot with 1 second left but the buzzer goes off before the ball goes into the goal.
