Not that it matters, but the voltage stays the same. It's the current that drops to zero. Voltage is how hard you're pushing electrons, current is how many are flowing. As you oxidize the surface titanium, the becomes a point where your voltage can't push any more elections through the system. If you were to increase your voltage you'd get more current again until it dropped to zero again. Still, very cool! I love that you guys do your own anodizing.
