I'm guessing the biggest reason they don't wear armor is because it's expensive, heavy, and hot. Some of the marshals are active or former fighters, but others are not conditioned for the extra weight I've seen some marshals wear protective gear, but it definitely limits their mobility and vision. I'm not sure what the ideal situation is. I think some strategically placed modern protective gear that doesn't overly inhibit visibility or movement could work
