I’m Italian and it’s veeery common to “kiss” (typically you don’t actually kiss it’s kinda like and air kiss lol) this is normal. Also I don’t know what happened to her dress, but I don’t think it was his fault. (Not trying to defend him)

I'm seeing comments like it was unexpected for her to be greeted that way that's why she felt uncomfortable, but based on her body language it seems like she knew the guy and didn't feel umcomfortable about it. I’m a French guy and in France it’s totally a normal thing to say "hi" to someone it’s not truly a kiss . You can check someone or shaking hands to be polite , it’s the same here
