Because I’m France cigarettes (at least at the time of its choreographing) were considered elegant and this variation is elegant with the waltzes and things :) at least that’s what my ballet teacher said ;)
It has to do with the original name of this piece, which belongs to "Namouna", a ballet by French composer Edouard Lalo. Serge Lifar chose several pieces from that ballet to create a new, plotless ballet called Suite en Blanc. Some pieces kept their names (e.g., La sieste, Serenade, La cigarette) despite the fact that those names had nothing or very little to do with the new ballet.
