What happened is that when I picked up the pedestrian, his timer/health kept draining, even though I carried him to the ambulance. If you continue, you will fail the mission once his timer is drained.
Going back to the scene, I saw the electric bolts were still around and once I walked around the area, they disappeared.
There are 2 possible reasons to why this happened:
* I left the scene too quickly.
* I grabbed him out of the electric bolts range. I may have never walked by the trigger that makes them disappear.
