This scene, and stuff she says later on in the chase, really hints at Anby's EDF/military roots, and thr contrast she has with the more... fiery Soldier 11 (if you remember her intro AV). She doesn't fire. Instead, following proper Rules of Engagement protocol against an unknown Friend/Foe group, Anby gives them a stern warning and conditions. She doesn't really threaten them but PROMISES a course of action if they continue what they're doing, which Harumasa basically admits and ratchets up the tension. Meanwhile, showing his own roots as the "champion" of an Outer Ring biker gang, Billy was just getting ready to throw down. He also saw what they were doing but there are no ethics panels and rules of engagement where Billy fought. Just FAFO. And Billy was ready to let these guys "find out." That Anby and Billy were facing off New Eridu's most elite Ethereal hunter unit and the youngest Void Hunter also suggests how confident the two combatants of the Cunning Hares are. And that maybe they've been holding back all this time.
