Think of the rhythm like 3 sixteenth notes in a row with an added 32nd note between the first two. Each Herta takes 1 quarter note to play. So 3 of the 4 beats are the three hertas and the final one consists of 4 sixteenths on snare and tom. The crash is on the first note of the next bar.
