I found that attaching a Molle K-Bar adapter to the sheath system takes out the rattle and makes it better to put on a belt. Of course for added retention and security of the knife I use an elastic cord on the sheath to put over the top of the knife handle.
The knife sheath of the Mora Kansbol fits the Victorinox Venture very well, definitely much better than the original sheath of the Victorinox; this is simply bad (even if it has a cool blowhole for firing)!

My jungle combat days are over I hunt and fish and enjoy it all I have no problem taking care of my blades . Happy trails

It's not as if there is anyone out there to hide from, is there. The only time it's an issue is if you're stalking game when hunting. Even then with the elastic loop over the handle it doesn't rattle at all, apparently. Not many "bushcrafters" ever stalk game while hunting.
I own 2 of the Victorinox Venture Pro versions. I assumed Victorinox quality and bought them specifically for the flat grind blade and the light weight. I like the knives except I need the gap between the finger guard and the hook bill to be ~3/8+” wider. The hook stabs me in a reverse grip. I already ground down the plastic on the hook quite a bit which helped a lot. My hand is to wide for this handle. Normal grip is much better now as well. It feels less constraining. Would I recommend or buy this knife again? Sadly, due the price, handle, and the sheath, NO. These sheaths are possessed! They only work when they want to. As you painfully demonstrated, the knife is retained sometimes! Sometimes, rarely, the knife will click in perfectly with retention and zero rattle. Sometimes it wont go in. Sometimes it gets stuck. I had already tried both of your fixes, which do work well enough. Or, just shove some cotton, which can be removed by the pen or a stick, in the sheath to get rid of rattle. Also attach a piece of 1/8” shock cord as a retention strap (you can also tie Goody ouch less 4 mm elastic hair bands) to the main sheath “base” to stretch around the pommel of knife. This will stop rattle and increase retention. However, I probably wont belt carry the black main body of the sheath, so the retention of the green sheath is not acceptable for me. - OCD? Option A: Do nothing and roll the dice of getting hurt or losing the knife. Shame on Victorinox! The design is fine. Their execution in production of the sheath is seriously flawed! Time will tell as to their heat treat of the 14C28N steel. Option B: Add the aforementioned items to make improvements. This is the cheapest kinda fix. Option C: Put the Victorinox knife in either a Mora Garberg or Mora Kansbol plastic sheath with belt loop. The knife clicks in secure. Done. This is the easiest permanent fix if you have the parts.. Note: Do not try the Mora 2000 sheath. The knife WILL get stuck! Option D: I ended up putting this Victorinox knife in a Marttiini Timberjack 578013 black plastic sheath, cutting off its silly pseudo belt loop from the sheath. Then attached the included Victorinox drop down belt loop. The knife fits like a glove and soft snaps into place. Done. Knife is 100% secure and now even says Victorinox on the outside of the black sheath. How: Harder to describe than do. Try and describe how to tie a simple shoe lace on a shoe. - ha. 1) Slip the included Victorinox belt loop on the Marttiini sheath and line it up. 2) Roll up a tube of T-rex duct tape like a cigarette ~2" long (making double stick tape) and place it vertical or lengthwise on the back of the sheath where loop will go. 3) Align and stick belt loop to that vertical tube of tape. This will secure the loop from side to side movement and add pull strength. 4) Secure belt loop at top of sheath by double wrapping with a 3/4" wide piece of T-rex duct tape. (I say T-rex brand of duct tape because it sticks really well.) 5) Cover that T-rex tape with 3 wraps of tightly stretched 3M electrical tape. This will constantly keep constricting and keep the duct tape from tearing. It will also help prevent the T-rex from deteriorating. 6) Then conceal / cover the black electrical tape it with .3" wide black Hampton Adams Premium jujitsu and climber finger tape. 7) Use electrical tape first and then this same climber tape around top and bottom of Victorinox label to prevent rotation. 8) You could also conceal all of this with paracord as a final step. I didn’t. 9) Drill drainage hole in bottom tip of sheath. Less than 5 min. fix if you have the parts. Option D: Instead of this Victorinox, buy the
for me this is a big oversight on the part of the team who passed this knife - rigorous testing on the sheath, plenty of better knives for cheaper that fit snuggly in the sheath - Victorinox need to fix the rattle issue quickly imo

Whichnis nit bcs it's the first knive with outdoor fixed blade they ever produced. Some friemds here in Germany and Austria complained about the bad sheet andnthey always got rhis answer: it's according to our standards. Whichnit is not at all. Bcs they did notnhabe a knive like this before. It's angreat success bit nevertheless you should talk to the folks at Victorinox. i for myself making a Kidex sheet for the Pro with all the tools in it. And a dangler or fixed sheet. It could have been so easy for Victorinox. But they deny... oook

Very exciting product for Victorinox however it missed the mark with a few details and has room for improvement. I'm sure Moras first knives had issues to.

I used the hot water method Felix Immler showed and it works great, no rattle, great retention
