That 655 should be running so much better than it is here.. It's cutting like a 70cc saw and these 655s are known to be one of the strongest 100cc saws you could get your hands on. Maybe it's a wrong combination of parts or something but I promise you a proper 655 is one hell of a machine that most other saws cannot keep up with. I'm sure you'll get it figured out eventually! It's definitely worth getting right.
I do think the 620-120 grinder has some wonky measurements on it. I think it is stacked tolerances on all the adjustments and certain settings can be off +/-5°
Not having that exact grinder I can’t say for sure. But I think the QC or just the design tolerances make all these grinders not very accurate. I find that anytime you change the settings to grind the opposite way, you have to look at the initial grind and adjust it to get the grind your going for. And for real world, multiple teeth could be ground more than the rest, so you need to specifically adjust for those teeth. I now mainly use the stihl/Pferd 2in1 file because I get good results and it’s faster than a grinder for me.
I finally checked the setup of the table. It was off by about 3-4 degrees. I re-marked my 0º, +10º, and -10º settings. Just did another grind. 55º, 30º, 0º. Man...It's cutting nice now. Next thing to do is to go from .025" rakers to .030" rakers, see if it still cuts smooth.
It looks like a great running saw! The difference in grind could be from the table angle or also from a bar that needs a little dressing. That is if you sharpen while the chain is on the bar.
I love those saws grinding takes along time to perfect for sure and even then there is more to improve hope you like the pipe if you have got a chance to use it anyway have a good day
Also find out what carb is on it currently, but I would recommend an walbro SDC80 or even a SDC53D if it's all you can find. I do believe there is a carb from possibly a 272 X torq will fit, just make sure it gets proper impulse fed to it. Then check your reeds, dual stage fiber reeds are what you want to see there. I think boyesen possibly makes reeds for the P series saws. With the exhaust I would recommend the "plate" baffle stlye instead of the captured style like found in the poulan 3400 series saws. The plate baffle with no spark arrester gives the best performance over the others as well as providing better power than even having no baffle at all. Lastly these should free rev with bar and chain on up to 13K rpm. You'll get there eventually I'm sure!
Don't think it's your table with grinder. But I find that the depth from the left to right slightly different. I think it's slightly lower on the right sided cutter teeth. You have to drop it a bit for the left teeth, though it could be the other way round. I can't remember without looking at it right now it's definitely different when using the tilt. you need to gauge it when you pull the wheel down to the tooth when not on.

Idk man I would expect a little more out of a 100cc saw. Although tough to judge from up here in MA. Healthy compression?
