Its a small spot welder. You can find it on ebay, just search electronic spot welder or you could just order a welder like the one form Qianli which is not that expensive and works great.
They are a good thing to do when fixing a battery the cylindrical body of the cell is all negative if a bit of the insulation gets exposed it can connect to the positive inadvertently. The little circular tabs are for safety

Why were you only getting 2 bars in the tool on a fully charged battery pack?
I dont know why, but after a complete charge it is showing full bars and works great.
