I'm confused. Why would Herod think that Jesus was John risen from the dead, when later Heord ordered John's beheading? Does that make sense?

No Herod thought this after John was already beheaded,

John had been dead when Herod thought he had risen due to the rumours about Jesus, and then matthew continues in the book showing how he died(John) and he died because his head was beheaded because Herodias' daughter asked for it and Herod had to fulfill his oath
