Q: Why wasn't the TV series made in color? A: Some say it's because of the budget limitation but it's not true, I mean, the show was one of the very last B&W animes made for TV. The real reason is, according to Tezuka himself and some of the original staffs, After they made this pilot episode, they realized the content is too bloody and gross to show on family dinnertime, so they decided to reduce such factor by making it in B&W. However, try comparing the first Hyakkimaru vs bandits fight to the TV version. Ironically, even if you don't see the color red, the same scene of the TV version is much more graphic. Just check them both and you'll see what I mean.
While admitting that the dark and monochrome look of the anime aided in making monsters seem more frightening and the overall atmosphere of the series gives off an eerie feel, all of the official sources for the anime production state explicitly that the only reason Dororo was not in color was due to the limited budget. Tezuka could not afford to create the entire series in color and Mushi Productions has went on record for being the type of studio ran under highly suppressed budget conditions though it is unlikely we will ever be able to *truly* know what type of constraints and haphazard environment Mushi Pro was operating under. Due to the fact that the studio had other TV series in production at the time, it was reasonable that they made the decision to stick with a format that was not only cheaper, but easier to produce. Also, do not overlook the fact that Mushi Production's position in the industry was fairly volatile. We can't know everything but this is all based on what we do know for fact--according to what has been revealed, it seemed as if Mushi Pro could have folded at any point during their span after the success of Astro Boy had waned. Astro Boy itself (and Kimba) primarily relied on support from NBC Enterprises throughout its creation as Mushi Pro did not have the resources themselves. It is also worth noting that Tezuka himself had already set himself up to leave Mushi Productions--at least as a functioning director--as he had already stepped down in mid-1968 The violent content had likely no bearing on the decision to go black and white and forgo color. All accounts point to resources being very limited when it came to Dororo, as limited animation in general was a staple of Tezuka creations (as far as TV anime go). The dark and violent themes did warrant the original network to suggest some changes be made--this is something that has always been the case as far as anime go. They changed the dark tone of certain scenes in various ways compared to the pilot and added in the dog Nota. Similar changes have been made to future TV anime (especially Toei properties like Devilman and Fist of the North star several years later).
