Carthaginian buaracrats were jealous and corrupted with their own riches. In fact it is very well documented that the noblemen did not want to get involved so they can claim deniability if things go south

Love the Punic Wars. I cover them every semester. They are great examples of how Rone was able to adopt and adapt to gain victory during the first two wars. The Crovus for example.
