I have to admit though, that I‘d never realized how important a short biography of the interviewee is to me as a viewer is(that acquaintance makes the interviewee a bit less tense). Hi Denny J. If you may allow me to elaborate on what the Mayor was saying, as a person that have audited cities in SA on behalf of the AG of SA. The structure of the Zimbabwean government is not allowing him to deliver services to his Citizens of Harare specifically and I'm assuming is the same case with City of Bulawayo if you may interview them as well. So the government is divided into three levels, National, provincial and local, each with its own mandate and revenue streams for fulfill its mandate. From my understanding of his explanation, a revenue stream set for a specific service provision mandated to the local or City government has been taken by the national government which as he is saying seems like it was deliberately done to make the city's delivery of his service to crippled so that citizens majority of which don't understand this structure will think that the city is failing. Another point he raised is the fuel levy and carbon tax which are the most consistent revenue streams of the government, the city is not getting a share of it's citizens contribution from the national government which again is a substantial amount that if the city was getting would have been in a position to build roads and service them. So the allocation of funds from the national government is skewed and it seems the national government is getting majority of the funds and substantial amounts and not investing it back to the citizens of Zimbabwe

You are spot on Danny; the city center is a nightmare for an ordinary motorist because City of Harare vultures are everywhere waiting to pounce on you for the slightest mistake you make; no apology is acceptable, no excuses, and no benefit of doubt is given because all they want is fines from you. Its a brutal manner of fund raising for the city. I experienced the same thing with the Robert Mugabe Airport parking marshals as well. I fully concur with His Worship that central government is doing a hatchet job to sabotage opposition led city councils but surely some residents debts should now be seen as "bad debts" and should be written off like what IMF or World Bank does with heavily indebted countries eg. a person who stays in Matapi Hostel with nearly a million rtgs debt makes no sense so the best thing to do is to move to pre-paid services in most aspects of council business that way every resident get to pay for services rendered.Fortunately with the "people's mayor" , a "listening mayor" like Harare One, we are heading for a more user friendly city if what he has said are to be implemented.

If the point is to de-congest the city then there must be a grace period. Surely you can't be congesting the city by parking for 5 minutes. So there must be for example 15 minutes grace period then if you stay longer than that you start paying, that way you encourage business in the city same time you make sure no one stays too long.

He is ignoring simple and straight forward assertations by Harare 1. 1- Harare council were skeptical about the whole arrangement because they gave Dynamos land before for a stadium, club house and other facilities and they abused it and turned it to residential stands for directors. 2- if Sakunda is so monied, why not just build a brand new stadium of their own somewhere and assist council in the maintainance that is already being done at Rufaro. 3- Sport is an important pillar in any society, and council cannot ignore it because it is equally important in fighting crime, drugs etc, so i dont see a reason why council should ignore Rufaro. Overally a good interview but the arguments brought on Rufaro were just shallow and it was embarassing
Thank you for your input Kundayi. 1)We dont think its fair to judge Dynamos based on past transgressions, it hinders progress 2) Sakunda is not interested in building a new stadium, the costs of that are so much higher. 3) You make a good point. What you dont realise is that Denny J was tackling this matter as someone who has inside information regarding the Rufaro deal. Its common for corporates to partner with councils on different models, whether it be BOT (Build Operate Transfer) models or any other. The Sakunda deal seems to have been politicised because whatever the dispute was it could have been ironed out. Sakunda as a company was willing to invest US$5m in a complete revamp of the stadium and not just repairs. The question was then going to be what do they get in return, do they get naming rights or do they get priority of use or do they operate the stadium for a set number of years. 50 years is too much, so is 30, how about 10 or whatever the case may be. Negotiations were not given a chance because of egos as can be read from the various statements Mr Mafume said after the fallout and even during the interview eg "How does someone take my $62m and then come back and want to cherry pick council facilities using my money that they stole ?" Sakunda did not steal any money from council. Such statements are indicative of the mood that council was in going into the discussions. Look up the Mayor's statements immediately after the fallout. Denny J was simply trying to get to the bottom of the matter and that is why he kept interrogating the issue and if you listen closely certain disclosures were made as a result.

Tying people and corporates alike to leases and enforceable contracts should be our guard-rails when they breach. PPPs should be our end game for the common good and good(s). City Parking is simply a money-making scheme, it's pathetic and counterproductive. The system preys on foreign registered vehicles, mostly on people who are not aware of how things work around the city.
Why are people paying for this parking ? What are we paying for ?
There is no where in south africa where you pay in the cbd only in the malls.
