Trimble Business Center -HCE converts PDF documents published from CAD applications back into CAD entities maintaining the original published object properties, such as Layer and Color. Most CAD Applications create Vector Based PDF when they are published and can be quickly and accurately converted back into CAD entities using Business Center- HCE’s Image tools. No more digitizing or tracing, simply place the image and import vector data.

I guess this is only available in the paid version of Trimble Business Center since i do not have this option.
