Runways are numbered according to their heading divided by 10, so "runway one-tree" (runway 13) is the runway facing 130°, or basically southeast as you said. The other direction of the same runway is runway 31, facing northwest. The other two, runway 04 and 22, are for facing 40° and 220°.
The voice responding to commands sounds exactly like the voiceover on a lot of youtube short videos narration with a filter applied to make it sound like radio transmissions. Probably save money on paying voice actors i guess...
