There are 2 ways to colonize, those being buying provinces (Which is why only the strong countries got land.) and army, which allows any country with an army to colonize. So next time turn colonization with army on.

Suggestion, assuming you can customize again, put in some ridiculous nations and leaders. North Pole with Santa, The Emus, Trump with a long nation merely on the Mexico border. Borats village in Kazakhstan. Then put in a bunch of returning nations or territories. The confederate states for another civil war, war time Japan, Germany and Italy alongside current day versions.British Raj AND India etc. Then you could put some more well known leaders into countries, like Messi for Argentina, Genghis Khan for Mongolia, Cleopatra for Egypt. Just a silly version of current day earth, with all the memes and history combined I did this on AOH2 and was going to send Drew a list of countries I added and screenshots, but the save files always glitched. I could probably look up who I added though.
What if the roles of Americas, Europe and Asia were swapped making Aztecs etc reach industrial age before Europe etc , Europe needed colonised, and Asia is Asia lmao
