Ok, just real quick: Why would a flap issue have you parking on the runway after landing, for expedience of seeing the issue and it perhaps resolving itself on the ground?
Since they can't use normal flaps config for landing, they will have to fly the approach and land at much higher speed which means the brake will work harder to stop the aircraft to the point there is a possibility smoke coming from the brake, worst case caught fire, so full stop on the runway required to check whether the brake is okay and whether it is safe to continue taxi under its own power or not.

It's amazing how the ATC sounds like an NFL football field when it's 4th and 1 at the 1, blasted through poor speakers at 110 percent of their capacity, and then you get this, which sounds so clear it's almost fake. It's like 2 guys having a nice scotch and just trading barbs.
