literally every video on youtube says sirena is the best, its overrated imo it has some very poorly designed missions like mysterious hotel delfino, the tedious lead up to the second secret, and the big boo fight. pianta village has very tedious ones like the chomp's bath and the village underside too, but its a really cool environment
I'm pleasantly suprised to see Sirena Beach at #1. Most people say it's one of the weaker stages, but I never understood why. Also where would you rank the Airstrip?
9. Virus Mountain (literally every part of this level, including the final boss, was disappointing easy, except for the boat which was just plain stupid.) 8. Pianta Village (I didn't have fun collecting any shines here whatsoever. the design was completely unintuitive and the missions were unnecessarily difficult, specifically any mission involving chain chomps, red coins, or the removal of fludd. it also looks hideous at nighttime. I'd take another bland beach over these fluorescent barf colours.) 7. Ricco Harbor (again, unintuitive and repetitive level design keeps this from being an enjoyable location. the climbing sections are especially tedious. gooper blooper is a fantastic boss but it isn't enough to make this place a fun experience.) 6. Gelato Beach (I forgot this existed. the themeing here is definitely the blandest in the game. it has some good shines and some godawful shines but overall it's very middle-of-the-road.) 5. Delfino Plaza (the entrances to some of the main locations are wayyy too obscure, especially pianta village, and it was hard to navigate at first because every building visually looks the same. however, it serves its purpose as a hub world well and I warmed up to it over time.) 4. Bianco Hills (simple but fun starting area. it's easy but a bit slow to navigate, and has some fun missions.) 3. Pinna Park (this area doesn't take full advantage of its themeing unfortunately, but it's still visually unique and contains the best boss fight in the game. I also appreciate the more compact design.) 2. Noki Bay (a calming area that, with the exception of the goddamn tooth eel, has consistently fun shines to collect. I love the aesthetic and found the world to be a good breather between the more frustrating areas.) 1. Serena Beach (while the mysterious hotel delfino and the casino levels are awkwardly designed, this area otherwise contains some of the best shines in the game with the best location, and I love that when you talk to each NPC outside the hotel every mission, they say slightly different things each time which gives a fun sense of progression. I enjoyed revisiting this place every time.)
I wasn't gonna comment on personal choices (because everything is subjective) but I gasped in astonishment at Pianta Village rose higher and higher on your list to #2. I feel like narratively it's the most underutilized level (besides Corona). The day and night cycle is neat but underutilized, and okay, you've got a good point about its neon color palette, but it has no interesting landmarks, no cool game mechanics, and no character development. To explain that last last one, take Noki Bay: you have these ancient ruins and semi-submersible houses hinting to the Noki's evolution from undersea to amphibious residents. Bianco Hills also has a similar feel as a residential district on Isle Delfino with the housing structures interspersed with the windmills. But Pianta Village, the presumed ancestral home of the Piantas, has nothing but boring thatched platforms... and a spa. It wouldn't have been hard to make mushroom or tree houses to indicate how the originals Piantas lived (even simple huts), but there's nothing. This doesn't feel like a village, it feels the most like a game level and a wasted opportunity at building lore for these creatures. For me, that automatically, knocks it back to near the bottom. At least Rico Harbor has narrative utility as the mercantile center of the island and a unique look with its more industrial aesthetic compared with the other locales.
I liked replaying the manta fight a lot when I was younger. It was too hard for me to do it the intended way, though, so I just swam out to the ocean and sprayed the beach for 15 minutes. Safe from harm and with an endless supply of water, I could sit back, relax, and enjoy the sound of little manta-shadows drowning.

I actually don't hate the blue coins in this game. The only thing I don't really like about them though is there sometimes in unpredictable spots. I actually had to look some of them up on RUclips which is actually hard because most people just speed up the videos when they're cutting the blue coins which makes the whole video pointless

Sirena Beach is my 2nd favorite world (after Noki Bay... I know, I know). I'm just so glad to see Sirena Beach getting the love it deserves here. When I was little, I used to explore the hotel for HOURS. Everything about the hotel is done so masterfully well, from the levels slowly opening up more and more of the hotel, to the way the characters are written (seriously, most of the NPCs at Sirena Beach are hilarious, funniest in the game for sure), to the creepy music (especially the song in the hotel, which has an unnerving percussion section made out of the sound of GameCube joysticks being flicked).
Idk why everyone likes pinna park, I think all the levels are pretty good but that ones absolute trash (Besides the mecha bowser fight), they did the amusement park theme dirty in that level and didn't at all take advantage of it, not to mention the level layout is zero fun. Imo I don't see it's appeal, I would love to see them give an amusement park another shot in a better level.
Thers definitely a bit of Nostalgia tied to it but i love each area in the game. They're all so unique and interesting and fun. Corona mountain is a little anti-climactic but i enjoy the challenge of it but its easily my least favorite and the only one i dont have any Nostalgia bias for.

Ricco harbour does have the best music (apart from Serena Beach) but there isn’t anything crazy going on. Nothing stands out except the cage shine and blooper surfing.
I’m so late to the party but I was just thinking about this game. Sirena beach is definitely my favorite level. You said it perfectly it’s a labyrinth. I’m remember how much it took to find Yoshi that pineapple. Then it transitions to one of the hardest secret levels ever 😂

Whyyy it’s the most creative, most visually appealing, has the most fun and unique levels, etc. I will admit it has the most difficult secret in the entire game (Sirena 2) but I think the haunted mansion idea and beautiful sunset makeup for it (I’m a huge luigis mansion fan)

Yes it can give you awful camera angles but I love the hotel the casino is good but episode 4 I hate it cuz when your trying to flip 1 piece all the others flip but the casino is amazing that's just the annoying thing

Gelato Beach is actually my favourite level; I love how it's open and not easy to fall down in. Also really love the soundtrack

Unlike the rest of the game which has a very tropical setting, Pianta Village is set in a rainforest, which is a tropical setting
