TBH, Earth-4 these days is more like Watchmen, though it does still have the Charlton characters' names. I more mean in personality. Thunderbolt is not serving us all a giant-size plate of calamari.

Ozymandias was actually based on a character not shown here called Peter Cannon: Thunderbolt. The story goes that when DC bought out the rights to the characters of a defunct company named Charlton Comics they were going to bring them into the fold during the time after the original Crisis. They were good characters (The Question was created by Steve Ditko for one) Alan Moore was given the project to introduce the group....he came back with Watchmen. DC freaked out. While the story was admittedly brilliant it rendered their newly bought expensive characters unusable afterwards. Moore threw a fit and the compromise was reached. If he would make some changes to the characters then they would be considered original creations and his property and DC would publish the altered mini-series. That’s why DC put out the book but didn’t own anything until the lawsuits started flying.

Yep, you got it! The Watchmen were based on these guys from what I understand. I think Alan Moore wanted to make his story based around the Charlton Comics characters, but it ended up being too deconstructive and intense, so he made new characters instead. Captain Atom=Doctor Manhattan, Question=Rorschach, Blue Beetle=Nite-Owl, Nightshade=Silk Spectre, Peacemaker=The Comedian. Something like that.

After the JLA was shut down in 2007, Booster and Beetle decided to revive it themselves alongside a group of lesser heroes, creating the team Extreme Justice. The team quickly collapsed, however, and was ultimately made defunct once the League was reinstated under UN backing in 2009.
It is in the comics, and it probably still is in E27, but in both comics and E27, Cameron Scott is an alias that was provided to him by the government, and is the identity he is currently known as.
