In the scholarship application form, you select the university you're applying to or have applied to, and probably you're just waiting for their response.

For those applying to start their masters this October(Winter semester), yes, it is closed.
But from the website, it shows there will be a call for application for people who'd want to start their studies next year Feb(Summer semester).

I saw that the recommendation letter was optional this year. However if it at all one wanted to provide one it had to come from the Polish Embassy at one's home country.
There were tremendous changes this year

I am not sure on this, but I don't think they have a restriction on the same as long as you're studying.
