Yes, the application will be a bit late this year. It will be out between now and May. When it's out, I will show the process of submitting a complete application.

You need to wait for the application opening. Admission and scholarship have independent application.

Does the year of undergraduate graduation have any effect on one's application?
Yes
No it doesn't so far you have not been out of school for three consecutive years after graduation
